Abstract

Digital technologies have moved from supplementary classroom resources to core components of instructional planning, assessment, communication, and learner.
However, possessing operational digital skills does not necessarily mean that teachers can integrate technology in ways that improve pedagogy, differentiation, assessment, and student participation.
This study addresses the underexamined competence–integration gap by distinguishing teachers’ perceived digital competence from observable pedagogical technology-integration practices. A multidimensional framework is proposed in which digital-resource competence, digital assessment literacy, AI readiness, adaptive instructional capability, data interpretation, and responsible technology use jointly influence classroom integration quality. Particular attention is given to whether higher digital competence predicts transformative instructional use rather than the simple frequency of device or platform use. The study further considers contextual moderators including professional development exposure, teaching experience, institutional digital support, subject domain, and infrastructure reliability.
The proposed empirical phase will combine teacher competence indicators with structured classroom-integration evidence and machine-learning-based predictive modelling to identify the strongest determinants of meaningful technology adoption.
The resulting framework is intended to support evidence-based teacher development by shifting evaluation from technology access and self-confidence toward demonstrated pedagogical capability in digitally mediated classrooms.
